Everything You Need To Know About EV Incentives In Spain

Spain already boasts one of the most generous EV incentive schemes in Europe, but now it’s getting even more enticing. Last summer, the government announced two new automobile plans, Moves II and Renove, that will renew and extend measures to boost EV adoption further. And while the latter has run out at the end of 2020, the budget for Moves II has been recently increased by €20 million to account for the high demand in regions that already used up their funds. This April, the government introduced Moves III, a new €800 million initiative that will run until 2023. Together with the planned €3.75 billion aid package for the local car industry, the country hopes to make EV technology cheaper, more accessible, and ultimately, move closer to its goal of carbon neutrality by 2050. Here’s how you can benefit from these incentive schemes.

National EV Incentives

EV incentives in Spain are mainly regulated by the Moves II and Moves III plans:

Moves III

  • A €400-million program, which can raise to €800-million, that aims to be the most ambitious line of support for electric mobility.
  • The program will run until 2023 and will build upon the incentives of the Move II plan, offering higher grant amounts for private EV owners and self-employed EV drivers.
  • Moves III also aims to improve aid for charging infrastructures for individuals, small and medium-sized companies, as well as for fast and ultra-fast charging infrastructures.
  • Moves II
    • €100-million program presented on 16 June 2020 that aims to incentivize the acquisition of more sustainable vehicles and the development of charging infrastructure in Spain
    • The amount you can get depends on the EV range and whether you scrap your old car (registered before January 2013) or not

Moves II Grants

Private Individuals
  • Grants for the purchase or lease of a battery electric vehicle (BEV), plug-in hybrid electric vehicle (PHEV) or extended range electric vehicle (EREV):
    • Passenger vehicle (list price up to €45,000):
      • 30-90 km range: €1,900, rising to €2,600 if you scrap your old car 
      • 90 km range or more: €4,000, rising to €5,500 if you scrap your old car
    • Light goods vehicle (up to 3.5 tonnes): 
      • 30 km range or more: €4,400, rising to €6,000 if you scrap your old vehicle
    • Bus (up to 5 tonnes) & heavy goods vehicle (3.5-12 tonnes):
      • €8,000
    • Coach (up to 5 tonnes) & heavy goods vehicle (over 12 tonnes):
      • €15,000
  • Grants for the purchase or lease of a BEV:
    • Quadricycle: 
      • Up to 350 kg: €600
      • Up to 400 kg: €800
    • Motorcycle (70 km range or more; list price up to €10,000): 
      • €750 
Businesses 

Small & Medium-Sized Enterprises (SMEs): 

  • Grants for the purchase or lease of a BEV, PHEV or EREV:
    • Passenger vehicle (list price up to €45,000):
      • 30-90 km range: €1,670, rising to €2,300 if you scrap your old car 
      • 90 km range or more: €2,920, rising to €4,000 if you scrap your old car
    • Light goods vehicle (up to 3.5 tonnes): 
      • 30 km range or more: €3,630, rising to €5,000 if you scrap your old vehicle
    • Bus (up to 5 tonnes) & heavy goods vehicle (3.5-12 tonnes):
      • €6,000
  • Grants for the purchase or lease of BEVs:
    • Motorcycle (70 km range or more; list price up to €10,000): 
      • €750 

Big Companies: 

  • Grants for the purchase or lease of a BEV, PHEV or EREV:
    • Passenger vehicle (list price up to €45,000):
      • 30-90 km range: €1,600, rising to €2,200 if you scrap your old car 
      • 90 km range or more: €2,190, rising to €3,000 if you scrap your old car
    • Light goods vehicle (up to 3.5 tonnes): 
      • 30 km range or more: €2,900, rising to €4,000 if you scrap your old vehicle
    • Bus (up to 5 tonnes) & heavy goods vehicle (3.5-12 tonnes):
      • €5,000
  • Grants for the purchase or lease of a BEV:
    • Motorcycle (70 km range or more; max. list price: €10,000):
      • €700 

SMEs & Big Companies: 

  • Grants for the purchase or lease of a BEV, PHEV or EREV:
    • Coach (up to 5 tonnes) & heavy goods vehicle (over 12 tonnes):
      • €15,000
  • Grants for the purchase or lease of a BEV:
    • Quadricycle: 
      • Up to 350 kg: €600
      • Up to 400 kg: €800

Tax Benefits

  • Registration tax: 
    • BEVs are fully exempt from paying the car registration tax 

Local & Regional EV Incentives

It’s worth checking out your regional incentives, as some may offer extra subsidies. For more information on your local EV incentives, a quick internet search of “Incentivos de vehículos eléctricos + [nombre de su área]” (“EV incentives + [name of your area]” ) should point you in the right direction. Most regions will allow you to apply online, via their government website. 

Some examples include: 

  • Toll exemption on regional highways for electric vehicles.
  • Free parking in selected cities.
  • Traffic lanes reserved for high occupancy circulation can be used by BEVs.
  • Ownership tax benefits 
    • Road tax exemption or reduction depending on local policies. For instance, some city councils (including Madrid, Barcelona, Zaragoza, and Valencia) have chosen to reduce the annual circulation tax (ownership tax) for electric and fuel-efficient vehicles by up to 75%.
  • Madrid:  
    • Purchase subsidy: the regional government has allocated €2.5 million, which will increase to €3 million in 2021, to support the following electric vehicles with:
      • 50% of the final purchase price, capped at:
        • Scooters: €150
        • Bicycles: €500
        • Mopeds: €600
        • Motorbikes: €750

Under the Moves II plan, private individuals and businesses can receive grants between 30-40% (up to a total sum of €100,000) of the purchase and installation cost of public or private chargers.
